With headquarters in San Jose, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses, and roadways, and partners with other agencies to provide trails and open space for the community. Valley Water manages 10 dams and surface water reservoirs, three water treatment plants, an advanced recycled water purification center, a state-of-the-art water quality laboratory, nearly 400 acres of groundwater recharge ponds, and more than 275 miles of streams. Valley Water provides wholesale water and groundwater management services to local municipalities and private water retailers who deliver drinking water directly to nearly 2 million people in Santa Clara County that stretches 1,300 square miles and encompasses 15 cities and unincorporated areas.

Valley Water is actively recruiting for a Librarian to oversee the operations of Valley Water’s library and to maintain collections of Valley Water reports, textbooks, reference books, journals, and electronic reference materials; to assist Valley Water’s staff and the public in locating requested information; and to perform a variety of tasks relative to assigned area of responsibility.

Key Responsibilities include, but are not limited to:

• Provide reference and research services to internal staff, and in response to requests for access to or copies of public records.
• Manage collection of reference works; Acquire, catalog, process, circulate and purge library materials according to professional library standards and perform related library management tasks.
• Coordinate operational activities for Valley Water’s central library, including supervision of assigned staff, maintaining databases, developing and overseeing expenditure of budget, and management of physical and digital storage spaces.
• Catalog library materials according to professional library standards; analyze subject matter of library materials and assign Library of Congress classification numbers and subject headings; select library materials to be digitized and added to the library catalog.
• Search cataloging utility databases to find and download cataloging data; search scientific and business databases in order to respond to requests for information; maintain library catalog database.
• Participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.
• Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
• Establish and modify procedures for acquisition, cataloging, and processing books and materials; consult with vendors and publishing representatives concerning acquisitions.
• Arrange inter-library loans requested by customers and provide responses to interlibrary loan requests from other institutions; check out and check in library materials; maintain database and server used for records and library materials. Perform upgrades and troubleshoot as needed.
• Develop and update a collection of reference books, textbooks, external websites, and electronic databases in Valley Water’s core fields; renew periodicals most used by Valley Water staff.
• Ensure effective operations and maintenance of library data storage systems, both physical and electronic. Address upgrades, conversions, relocations, and migrations as needed.
• Purge outdated materials from Valley Water’s collection; evaluate donations to the library and determine their suitability for the collection.
• Participate in the development and administration of the assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.
• Create and maintain web applications for the distribution of information to staff and the public.
• Distribute timely news and other information to interested Valley Water staff.
• Advise and assist the unit manager in conversion projects and upgrades of records databases.
• Perform related duties and responsibilities as required.

Ideal Experience:

• Two (2) years of experience as a professional librarian or four (4) years of paraprofessional experience which has provided an opportunity to acquire the required knowledge and abilities.

Ideal Skills and Abilities:

• Oversee the operations of the Valley Water Library.
• Develop and direct library programs to meet the professional standards of Valley Water.
• Respond to requests and inquiries from the general public and Valley Water staff.
• Perform an effective reference interview to determine a customer’s information need and define research parameters.
• Search a variety of information storage systems to locate information.
• Analyze library systems and procedures and make recommendations for improvement.
• Plan, organize, assign, review, and evaluate the work of staff, train staff in work procedures.
• Instruct staff and the public in the use of library facilities and reference tools.
• Catalog library materials according to professional library standards.
• Develop and adhere to procedures for purging and acquiring library materials.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Manage projects to convert, update, or migrate data storage media and systems.
• Ensure the effective maintenance and operation of Library catalog software.

Ideal Knowledge:

• Library organization, trends, and cataloging practices.
• Principles and applications of library classification and cataloging.
• Operations of electronic reference tools including specialized databases.
• Methods and techniques of library acquisition and maintenance.
• Methods and techniques of reference services and research.
• Methods and techniques of data systems operations and maintenance

Ideal Training and Education:

• Equivalent to a Master’s degree from an accredited college or university with major coursework in library science or a related field is highly desired.

Substitution:

• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
