Overview:
The Senior Management Analyst position for the Budget Office supports the long-term forecast, annual biennial budget development, and ongoing monitoring and analysis for various divisions. This position supports key strategic initiatives in the budget management of a core business function in Valley Water and implements ends policies E2 (Valley Water provides a reliable, safe, and affordable water supply for current and future generations in all communities served). Additionally, this position would utilize the ERP and assist with the maintenance of the Vena Budget and related software/online suite of budget tools.
Key Responsibilities include, but are not limited to:
• Annual Biennial Budget Development
• 10-Year Long-Term Forecast (LTF) process
• Utilize the ERP system and support the maintenance and update of the Budget and software/online suite of budget tools,
• Ongoing Budget Monitoring and Analysis
• Special projects as assigned

Ideal Experience:
• 5 years of experience as the lead financial/budget analyst working on an operating and capital budget of $100 million or more
• Experience supporting a specific business unit or division with all budgetary activities including developing, monitoring, analyzing, and communicating budget items.
• Experience with process improvements, and collaborating with others to implement solutions
• Experience working with ERP systems, budget software, and advanced Excel skillset
Ideal Skills and Abilities:
• Strong proficiency in Microsoft Office suite
• Ability to work independently, take the lead on the assigned functional area, and build strong rapport with key stakeholders ranging from executive management to administrative staff.
• Strong communication skills, both oral and written.
• Proven ability to prepare documentation present/train others and engage the audience in a public speaking forum
• The ability to present to the Board, members of the public, and internal stakeholders
Ideal Knowledge:
In-depth knowledge of CA local government policies and principles of budget preparation, monitoring, analysis, forecasting, internal control, and financial management.
Ideal Training and Education:
Bachelor’s degree in Accounting, Finance, Financial Management, Economics, Business Administration.
Substitution
Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.
Required License or Certificate

Budget & Financial Analyses Unit (Position Codes 857 & 892)COVID-19 vaccination requirement:

Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
