Overview:
Do you want to make a difference in your community by ensuring that over 1.9 million people get clean water every day? Valley Water is looking for a highly capable Associate Engineer with capital projects management experience to join the Construction Management Services Unit.
The Associate Engineer will participate in a cross-functional team of Valley Water contractors and subcontractor personnel in the implementation of the construction phase of highly complex capital projects. This position will assist Valley Water’s Designated Engineer representative on large, complex, or multiple construction contracts or act as Valley Water’s Designated Engineer representative on small or less complex capital projects. Effectively manage construction contracts, and ensure compliance with contract documents, Health and Safety regulations, environmental regulations, and permits. The Associate Engineer will coordinate with Operations and Maintenance staff to ensure system reliability during construction and will provide claims management services to reduce Valley Water exposure. They will be responsible for responding to sensitive inquiries from the public and other external agencies. The Associate Engineer will exercise functional supervision over assistant engineers in managing construction contracts.
Key Responsibilities include, but are not limited to:
• Ensure construction work is completed in compliance with contract documents. Ensure contract compliance with health and safety and environmental requirements, including regulatory permit requirements. Ensure compliance with legal statutes, including subcontracting, Stop Notices, labor compliance, retention, and utility protection.
• Participate in cross-functional teams (Valley Water, Contractor, and Subcontractor personnel) to ensure construction proceeds diligently through to completion of the project. Coordinate construction work with Valley Water Operations and
• Maintenance, outside agencies, and utilities. Ensure water utility plant processes remain in operation during construction.
• Respond to Contractor requests for information, produce responses to contractor submittals, issue design clarifications, manage potential change orders, and issue contract change orders.
• Participate in the analysis of complex construction claims and negotiation of resolutions. Participate in dispute resolution, including the use of alternate dispute resolution methods such as Dispute Review Board, arbitration, or mediation
• Assist the Designated Engineer’s representative on construction contracts for highly complex water utility, watershed, and facility improvement projects
Ideal Candidate’s Background Includes:
Applicants whose experience and background best match the ideal experience, knowledge, skills, abilities, and education are considered ideal candidates for the position. To determine the top candidates, each applicant will be assessed based on the ideal candidate criteria as listed below.
Ideal Experience:
• Four (4) years of professional engineering experience, including direct experience managing construction contracts.
• Two (2) years of project management experience.
• One (1) year experience as a design engineer during the construction phase
Ideal Skills and Abilities:
• Lead, coordinate, and oversee engineering design projects through the construction phase.
• Communicate clearly and concisely, both orally and in writing.
• Prepare clear, concise, and effective written correspondence.
• Analyze construction change order costs.
• Set priorities and exercise sound judgment.
• Establish and maintain effective working relationships with those contacted in the course of work.
Ideal Knowledge:
• Construction methods, materials, specifications, and codes.
• Principles and practices of public sector construction contract administration, negotiation, preparation, and management.
• Methods and techniques of evaluating and negotiating construction change orders.
• Pertinent federal, state, and local laws, codes, and regulations with specific emphasis on construction management such as construction law, Public Contract Codes, Prompt Payment Act, accident prevention, excavation, underground utilities, and/or subcontractor substitutions.
Ideal Training and Education:
• Graduation from an accredited four-year college or university with major coursework in civil engineering or a field related to assigned functional area(s).
Or
• Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience
Required License or Certificate
• Possession of, or ability to obtain, an appropriate, valid California driver’s license. Individuals who do not meet the driver’s license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.
• Registration with the State of California as a Professional Engineer (PE) is required.

Large Construction Projects Unit (Position Code 286)COVID-19 vaccination requirement:

Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
