Overview:

The Senior Environmental, Health, and Safety Specialist’s primary role is to implement, administer, and maintain Valley Waters Workers’ Compensation program, including but not limited to third-party administration, OSH medical services, OSH insurance, modified work, and case management. This position will serve as the Program Lead for assigned EH&S programs, including Employee Training, Designated Employee Representative (DER) for Commercial Driver, Infection Control, Hearing Conservation, and Respiratory Protection. This position will support the Lockout-Tagout program by managing the lock and tag inventory and equipment needs; and the Facility Safety Audit program by performing audits.

Key Responsibilities include, but are not limited to:

• Implement, administer, and maintain Valley Waters Workers’ Compensation program, including but not limited to third-party administration, OSH medical services, OSH insurance, modified work, return-to-work, and overall case management.

• Serve as the Program Lead for assigned EH&S programs, including Employee Training, Designated Employee Representative (DER) for Commercial Driver, Infection Control, Hearing Conservation, and Respiratory Protection.

• Will support the Lockout-Tagout program by managing the lock and tag inventory and equipment needs; and the Facility Safety Audit program by performing audits.

• Manage the process of employee injuries, from initial reporting to coordinating medical treatment and facilitating return-to-work programs.

• Collaborate with departmental managers and stakeholders to identify safety hazards and develop strategies to mitigate risks.

• Conduct regular inspections and audits of workplace environments to ensure compliance with safety standards and regulations.

• Investigate workplace incidents, accidents, or near-misses, and develop recommendations for preventive measures.

• Provide guidance and support to employees and management on environmental, health, and safety matters, promoting a culture of safety awareness and compliance.

Ideal Experience:

• Minimum of 5 years of experience in a similar role, preferably in a large organization or industrial setting.

• Proven track record of implementing and administering Workers’ Compensation programs, including managing injury cases and facilitating return-to-work programs.

• Experience in developing and delivering safety training programs, with a focus on engaging and educating diverse employee populations.

• Strong background in conducting safety inspections, risk assessments, and incident investigations.

• Experience in collaborating with regulatory agencies and external stakeholders on environmental, health, and safety initiatives.

Ideal Skills and Abilities:

• Excellent communication and interpersonal skills, with the ability to effectively interact with employees at all levels of the organization.

• Strong leadership and decision-making abilities, with a proactive approach to problem-solving and risk management.

• Solid understanding of relevant federal, state, and local regulations pertaining to workers’ compensation, occupational health, and safety.

• Proficiency in Microsoft Office Suite and other relevant software applications for data analysis and reporting.

• Ability to work independently and collaboratively in a fast-paced environment, managing multiple priorities and deadlines effectively.

• Commitment to continuous learning and professional development in the field of environmental, health, and safety.

• Gather and analyze information regarding accidents, reconstruct accidents, determine relevant issues, and causes, recommend preventative measures.

• Research, evaluate, and recommend policies and programs to comply with state laws and regulations, and effectively minimize Valley Water risk.

Ideal Knowledge:

• Comprehensive knowledge of Workers’ Compensation laws, regulations, and best practices. Applicable federal and state laws, including the labor code relating to federal and state OSHA regulations, federal DOT regulations, and federal, state, and local environmental, codes, and regulations.

• Understanding of injury management principles, including medical treatment protocols and return-to-work strategies.

• Familiarity with safety training methodologies, adult learning principles, and instructional design techniques.

• Knowledge of hazard identification and risk assessment methodologies, with the ability to apply them in diverse workplace settings.

• Understanding of emergency response planning and crisis management principles.

• Awareness of emerging trends and technologies in environmental, health, and safety management.

Ideal Training and Education:

Equivalent to a bachelor’s degree from an accredited college or university with major coursework in industrial safety, construction technology, environmental sciences, engineering, physics, chemistry, or a related field.

Substitution:

Directly related experience may be substituted on the basis of one and one-half years of experience for the one year of education.

Required License or Certificate

Environmental, Health & Safety Unit (Position Code 644)Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
