Overview:

The Staff Analyst will work with various levels of staff throughout the organization, as well as external partners and consultants to coordinate assigned projects and services. Excellent customer service and project management skills along with the ability to take initiative, multi-task and work toward solutions while staying calm under pressure, are crucial to success in this position. The primary responsibilities include coordinating administrative tasks, managing project files, assisting with financial evaluations, and ensuring compliance with policies and regulations. Additionally, the role requires supporting project managers in budget preparation, agreement management, and overall project administration.

Key Responsibilities include, but are not limited to:

• Assist with scheduling meetings, tracking project tasks, and creating technical documents.

• Maintain project files according to QEMS guidelines.

• Research Valley Water policies and relevant state and federal laws for construction contracts.

• Examine consultant invoices for compliance with the agreement. Address discrepancies with the consultant and report findings to the Project or Unit Manager. Review consultant charges to ensure tasks are within budget as outlined in the agreement.

• Regularly analyze Infor financial reports to support Project Managers and Unit Manager in budget management. Coordinate and draft the Unit’s fiscal year budget during the biennial budget process by evaluating deliverables, expenditures, and resource needs.

• Prepare draft CEO approval memos, Non-Agenda Memos, and Board Agenda Memos in Legistar by researching the relevant information required for any specific Board Agenda Item. Route Board Agenda Memos and make revisions to the memo/attachments as needed, until final completion.

• Provide project management support such as preparing draft consultant, cost share and partner agency agreements.

• Route draft consultant agreements and make revisions to draft agreement and coordinate with internal staff to finalize the agreements.

• Manage administrative functions in support of Project Team, such as tracking and monitoring project milestones.

Ideal Experience:

• Three (3) years of experience handling a variety of administrative support and technical duties.

• Project administration experience.

• Experience preparing or reviewing contracts and budgets is preferred.

Ability to:

• Learn the operations, policies, and procedures of Valley Water and assigned area.

• Interpret, summarize, and present administrative and technical information and data.

• Research and summarize data and prepare logical written reports and correspondence related to assigned area independently or from brief instructions.

• Make mathematical, financial, and statistical computations.

• Establish and maintain a variety of filing, recordkeeping, and tracking systems.

• Organize and prioritize a variety of projects and multiple tasks.

• Organize work, set priorities, and meet critical time deadlines.

• Use common desktop applications and software as well as specialized software related to the work.

• Develop and use spreadsheets and databases.

• Communicate clearly and concisely, both orally and in writing.

• Establish and maintain effective working relationships with those contacted in the course of work.

Ideal Knowledge:

Knowledge of:

• Basic principles of management and public administration.

• Statistical and research methods.

• Best practices for office procedures, methods, and equipment.

• Financial recordkeeping.

• Principles of business writing and report preparation.

Ideal Training and Education:

Equivalent to an associate’s degree from an accredited college or university with major course work in business administration or a related field.

Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of two years.

Required License or Certificate

Large Construction Projects Unit (Position Code 1101) Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
