Overview: Valley Water is a premier Water District in Santa Clara County; supplying wholesale water, providing flood protection, and serving as environmental stewards for clean, safe creeks and healthy ecosystems. Valley Water serves approximately two million people in 15 cities: Campbell, Cupertino, Gilroy, Los Altos, Milpitas, Monte Sereno, Morgan Hill, Mt. View, Palo Alto, San Jose, Santa Clara, Saratoga and Sunnyvale, and the towns of Los Altos Hills and Los Gatos, and manages 10 dams and surface water reservoirs, three water treatment plants, a state-of-the-art water quality laboratory, 400 acres of groundwater recharge ponds, and 275 miles of streams.

Accountant I/II : This is a professional-level accounting position performing general ledger functions for the Accounting Department.

Key Responsibilities include, but are not limited to:

• Doing bank and investment reconciliations

• Calculating, remitting, and filing use tax returns for the District.

• Tracking, recording, and reporting Board of Director-related transactions.

• Participating in the month-end and year-end close process.

• Participating in the year-end audit and the preparation of the annual comprehensive financial report.

• Preparing audit schedules and responding to audit inquiries.

• Calculating the accrual for compensated absence per GASB pronouncements and adjustment to the investment valuation per GASB31.

• Investigating and responding to inquiries from customers and vendors.

• Processing daily receipts by determining proper coding; deposit checks received; prepare journal entries as needed for property tax and other revenue; auditing, verifying and approving cash transactions on cash interface reports imported into general ledger.

• Processing employee expense reimbursements for travel, mileage, professional licenses, and other claims; ensuring compliance with District policy.

• Processing general invoices submitted by various departments.

• Recording monthly and annual journal entries pertaining to revenue and expense accruals, reclassifications, debt issuance and debt service payments; reconciling various asset and liability accounts; reconciling subsidiary transactions and reports to Infor financial system.

• Assisting in the preparation of year-end closing, budget adjustments, and financial notes disclosures; preparing special financial analyses as requested.

• Developing and maintaining records of fixed assets; preparing reports and schedules as requested; updating records as appropriate.

• Providing a backup/supporting role to the Senior Accountant to ensure that the operation of the section remains stable.

• Providing technical assistance and training to co-workers.

Ideal Experience:

• Accountant I: One (1) year of professional accounting experience

• Accountant II: Four (4) years of increasingly responsible professional accounting experience

• Government accounting experience, preferred

• Experience using enterprise-level financial systems

• Proficiency in Microsoft Excel

Ideal Skills and Abilities:

• Knowledge of the full range of professional accounting functions including payroll, accounts payable, fixed assets, purchasing, inventory, budgeting, and general ledger.

• Strong technical skills needed to provide user support and troubleshooting of the financial and payroll systems.

• Ability to prepare a variety of clear and concise financial summaries and accounting reports.

• Possess excellent communication and interpersonal skills with a customer service focus.

• Ability to meet assigned deadlines.

• Ability to act and operate independently with minimal direction.

• Detail-oriented and organized.

• Accurately tabulate, record, and balance assigned transactions.

• Audit, reconcile, and balance assigned accounts.

• Identify and correct accounting errors.

• Maintain a variety of financial records and files.

• Communicate clearly and concisely, both verbally and in writing.

• Establish and maintain effective working relationships with those contacted in the course of work.

• Learn new tasks and be a team player with the willingness to fill the gaps when needed.

Ideal Knowledge:

• General Ledger processing and reconciliation.

• Generally accepted accounting principles and financial management.

• Principles and practices of financial reporting, analysis, and auditing.

• Familiarity with other financial modules such as purchasing, accounts payable, budgeting, payroll, fixed assets, and inventory.

• Knowledge of cash receipts, employee reimbursements, bank reconciliation, investment reconciliation, and sales tax calculation.

• Ability to prepare journal entries for reclasses, cost allocation and fiscal agent transactions.

• Knowledge and experience in the General Ledger month-end close, year-end accrual processing, year-end audit, audit schedule preparation, and year-end financial reporting.

Ideal Training and Education:

• Bachelor’s degree in business or public administration, major in accounting.

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in accounting or a related field.

• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

• Certified Public Accountant certification, CPFO, CGFM or higher-level accounting courses, a plus.

Required License or Certificate

General Accounting Unit (Position Code 313, 055)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
